Mrs. Van Huego seems to be a regular at the Sedgewick Hotel and was a rich socialite. She was the owner of Fred, though she would call him by the name "Ferdinand".
She looked to be sort of based off of Mrs. Van Hoffman, which was also a rich socialite from the first movie.
